Any $MOTION holder above the proposal threshold can put a decision to the platform. Voting weight is read from a snapshot balance at the moment the proposal is created, so it cannot be inflated after the fact.

Votes are free — there is no gas and no fee, only a wallet signature over the exact choice being cast. Results guide platform decisions; they do not execute onchain automatically.
